David Hammond is associated with the Office of the Commandant, US Coast Guard as a Senior Program Manager in the Office of Civil Engineering's Shore Facilities Capital Asset Management Strategic Initiative. Prior to joining government service, he was a project manager for Fortune 500 projects in land planning, urban development and environmental projects. Mr. Hammond

pioneered innovative development of hybrid natural/man-made drainage systems for aquifer recharge in south Florida as well as the use of the

|
computer for specification and quantity take-offs.
Mr. Hammond earned a B.S. degree from Cornell University as well as a Master of Science degree from Syracuse University in Information Resource Management. He is a graduate of the Information Resource Management College at the National Defense University and holds a Department of Defense Chief Information Officer Certificate. He maintains professional registration in Maryland and Florida as well as membership on the Federal Facilities Council's Emerging Technologies Committee.
